Strategy Development: Step by Step

strategy describes how the ends (goals) will be achieved by the means (resources). Strategies are developed and documented within the XPM system and are a component of the annual performance evaluation process.

Step 1. Preparation. The CED and Agent begin by reviewing the Individual Plan of WorkExtension goals and descriptions, and program area goals and objectives.

Step 2. Developing Strategies.  A strategy is the approach or action steps you take to achieve a goal. Strategies should be created with your plan(s) of work in front of you. Strategy development should be a collaborative effort between the employee and the supervisor.

Extension has established overall performance goals for Agents and CEDs. In addition to the overall performance goals, each program area within Extension has established programmatic goals.

Strategies are the measurable actions the employee will take to achieve the goal. Strategies are individualized based on the programmatic needs of the county, the statewide program area goals related to the area of work, and development needs of the employee.

Strategies are designed to be time bound and to be completed within the performance year. New strategies will be developed each year. The number of strategies included in XPM under each of the Goals and Objectives will be determined by the Agent and CED.

You are encouraged to review the Strategy Development Guide for strategy ideas and tips for SMART strategy development.
